To operate this system, RBI has created a three-tier structure. The BBPS will have two components, Bharat Bill Payment Central Unit (BBPCU) and Bharat Bill Payment Operating Unit (BBPOU). The BBPCU will control the central organization, which will remain connected with all billers. RBI has authorized NPCI to function like BBPCU for this system. During this time the operating units will be responsible for making online and offline bill payments.

Reserve Bank Governor Raghuram Rajan first expressed his intention to establish such an integrated payment system in the second quarter monetary policy review last year. After that, a committee was formed to suggest modalities about it. The draft guidelines were released on 7 August based on the recommendations of the committee.

With this type of integrated payment system in place, all types of payments occurring in the economy can be monitored. Even in this, cash payments to electricity, water, telecom companies and schools will be monitored. These guidelines were issued a day after the RBI issued the final guidelines regarding payment banks and small finance banks.
